as the title says: can I buy an IP ??

You can buy IP from your ISP only or u can get it from any hosting company but u cant use it in your office its with their server only. But from ISP they will give and can use it

Yes, you can buy an IP. Or, rather, a block of eight Class C IP blocks (a /22). But you have to justify it with ARIN. Annual fees are quite reasonable.

Justification is straightforward. You have to either have a significant portion in use already and will re-number what's in use and return it to the upstream, or you have to be multi-homed and ready to use a significant portion of the block. See http://www.ARIN.net for details.

The fact is that I want my own IP for my web in order not to loose the SEO stuff I would like to do , when I decide to migrate server

A fixed IP address has nothing to do with SEO, at all.

Most hosting companies offer IP addresses for a fee
