Form Legal Company.
Business Plan.
Get Server with WHM|CPanel|Fantastico|RVskin.
Secure and harden server.
Setup offsite backups.
WHMCS billing software. (now rethinking about this after the recent issues)
Website with WHMCS integration.
Merchant account and integration in WHMCS.
Fraud prevention system.

Your forgetting the item between launch and get customers. .. it's "Advertise" :)

Well, I'd call it "market" instead, which is intended to be broader than just advertising. Marketing might mean walking down Main Street and asking the shopkeepers if they have a web site, or sending out press releases, or otherwise identifying and contacting a target market. Of course, it also includes advertising.

Don't forget to setup verify account for transactions for merchant gateway for billing system, inless everything is being done manual
