For Linux I think Webmin with Virtualmin is stable just that it has a steeper learning curve. Windows wise, Bankoi used to be free, but now no more. Don't think any free ones left. There are those paid ones that allow a few domains to be free, but thats about it.

I think it is good to pay to get a good panel. Other wise, you will risk getting free yet buggy panel.

Cheapest linux cp is directadmin .. it's less than $20/mo

You have to know a few things about Linux to use Webmin, but at that price... Also, ServerCP Lite is free, and I have seen some good things about it.

For the money (not free, but close), Direct Admin is a great choice as well.
