What do you plan on using the data for? There are a few databases you can use, but keyword there is use. You wont be able to publish the contents of the database on a web-site without paying very hefty license fees.

Royal Mail offers a postcode database which you can use for doing looks up of addresses, for example when someone registers on a site they just enter their postcode and house number and it will return matching addresses for them to pick from. The cost for this again is in the thousands.
