I bought a few bundled domains through IPOWER WEB a few years ago before I was smart enough to register the domain names seperate from the hosting companies. I am now experiencing something that is not only un ethical but I beleive illegal.
Ipower refuses to unlock domains I have purchased and registered with them. I have succesfully migrated a few domains from them but its allwaysy been very difficult and now they keep sending me the same cut and paste emails every time I ask them to unlock my domain.
Any advice on how to proceed with this?

Try compliance@tucows.com -- they'll ensure it's dealt with within 24 hours.
Make certain they're aware you've exhausted all methods of contact with iPowerWeb and they will deal with it same-day.

There are laws against all sorts of stuff. Bringing those to justice, is another story altogether.

The next day the domains are unlocked. This is according to the complaince people. I also sent my email to IPOWER telling them I was planning on reporting them. Long and short is they jerked me around for months until I threatened to report them. Pretty sad actually. Once I move these 4 accounts I will have migrated over 50 accounts to GoDaddy, a lengthy process but so far well worth it.

Tucows is the best registrar in terms of making their resellers comply, you're quite lucky :)

Late last year I negotiated with a domain owner for transfer of a name that the owner had registered & hosted at iPowerWeb for quite a few years. The owner was the original registrant and the name had only ever been registered at iPW. iPowerWeb did everything in its power to stall for a couple months, including having the owner fax id info etc, until the transfer window was closed...they never did unlock the domain.
Then, they let it expire & drop!
The result was that what should have been a quick and easy, <$10 transfer of a {useless_to_anyone_but_us}.org name between 2 small non-profit animal rescues turned into months of monitoring the name, placing backorders etc. And of course it got grabbed by Club Drop (at the time) with the resulting expensive registration. Cost us $179 in the end. (May not seem like much to you folks, but when a good portion of your revenue comes from donation cans at veterinary clinics, that is a good hunk of change. Fortunately, a benefactor stepped up and donated the cost.)
I still can't figure out whether all the effort iPowerWeb put into stonewalling was intentional or sheer incompetence. Either way, I have never spoken a civil word about iPowerWeb since.
