Right, thats why i asked for opinions :)

I would suggest before working with anyone, check their past works, and cross check with the people for whom they did the work. Once you do that, you would get pretty much a good idea

Its always important to contact them via email or phone a few times just to get to know the designer/developer. It can help but of course some designers can put on a good face and then just rip you off.

I am aware of all of this, yet I have not see any suggestions. Mods you may as well just close this.
