Well,
the bandwidth IN + OUT is measured how you use it...
500GB IN and 500GB OUT is possible,
but 5GB IN and 995GB OUT is also possible, you can use it however you want, there's no difference between in & out aslong as you dont use more then 1000GB in total.
(IN + OUT = TOTAL)

1.) Yes we do aslong as it is legal,
models need to have given their permission and models under 18 will result in a server unplug.

2.) Yes we can do that, but I suggest that you can better take cPanel if you dont know anything about Linux :)
We can manage it with cPanel for $10 USD extra instead of $25.
It means 2 hours of premium support for installations and stuff and security updates are free, the 2 hours are charged in segments of 10 minutes :)

the server will be $124 USD/Month.
I will toss in the basic management for free, getting the server up and running and make sure it stays up :)

This plan is always monthly paid unless you choose otherwise,
