Actually, I meant that users on dial-up connections will get annoyed with the loading time on a page with music. The soltuion isn't MIDI music because that sounds awful and distracts the user from the web site.

Wasn't really thinking about copyright laws but thats a point too...

A good rule is, if you use it at all, is to give people the option to switch it off, with a flash button for example. A lot of people generally view webpages either in a quiet work environment or at home where they may have their own music playing at the same time. More often than not it'll probably meet with disapproval.

As for legal requirments, if you're using a commercial piece of music without being royalty free you should contact the owner of the music and request information on the use of that music. Many sites offer royalty free music (search Google for it), so your options are quite varied.

I'd suggest if you do use music, so use a compressed MP3 file, rather than something like midi. If you're going to use it at all, you might as well make it sound good :)

Rofl, that's my rule too. I can't stand music on a web page, especially some horrible midi rocking along to "Grease Lightning" :D. Some ambient sort of music is fine, as long as it can be turned off.

Well, there are always copyright issues. You can't just take music (midi, etc) and put it on your page because it sounds nice. You need to have permission from the copyright holder before you do so.
