The soltuion isn't MIDI music because that sounds awful and distracts the user from the web site. A lot of people generally view webpages either in a quiet work environment or at home where they may have their own music playing at the same time. More often than not it'll probably meet with disapproval. As for legal requirments, if you're using a commercial piece of music without being royalty free you should contact the owner of the music and request information on the use of that music. Many sites offer royalty free music (search Google for it), so your options are quite varied. I'd suggest if you do use music, so use a compressed MP3 file, rather than something like midi. You can't just take music (midi, etc) and put it on your page because it sounds nice.
