hwo do I get one of these, and does getting one mean I don't have to pay tax? it's 19% according to the site I'm trying to register with
btw I live in canada, the server is in netherland

You have to be a resident of the VAT country (e.g. UK) to be a VAT registered company. There are other conditions to this.
You pay VAT (Value Added Tax), but you can claim it back.
VAT in the UK is 17.5% - Other locations within Europe charge different rates.
And you should not be paying that 19% VAT as you're not a European resident and so VAT does not apply to you.

I think that if the service is supplied in the country to which VAT applies, it might still be chargeable.

No...according to EU law the service is delivered where the customer resides if the customer is outside the EU. If the customer lives within the EU the service is provided where the seller resides unless the customer is a business... In this case the service is delivered where the customer resides and the customer has to pay the VAT in his country.
Examples:
Host in the UK sells to:
- Business or individual outside the EU: No VAT
- Business inside the EU but outside UK: No VAT (the business customer pays VAT in his country)
- Individual inside the EU: VAT applys (VAT rate of the UK)
- Business in the UK: VAT applys (VAT rate of the UK)

Above is correct.
If your not in the EU, you do not pay VAT.
If they have included VAT on the invoice, inform them that as you are not a resident of the European Union, Value Added Tax (VAT) is not applicable to you.

Ok, i have one question! If i open a business in uk a can choose if use or not the vat!I will open soon a little hosting business and a like to sell my services on
another country in eu. What is the best solutions? Get the vat number and ask my client to pay it, or do not use the vat and pay the tax normally?
I do not need for my company use a vat ( servers o programs) if i will use it is only
for my future clients!

If you are earning money from your business then you need to be taxed registered which an accountants can do for you. With regards to VAT you only need to be VAT registered if you are earning 60K + a year (I think its that, around there).
You can register for VAT at any time but if you do not have any items that you buy that you can get the VAT back then theres not much point until you get to the 60K. You can phone an accountant who will be able to help you with all of this, they may advise you if you are earning a lot then to become a Limited Company if your not all ready.
Hope this helps, I know you are in canada and the above is for the UK but I am pretty sure its around the same :D

Some search engines doesn't display your website from specific regions like UK, in other country search results if it is in form of www.example.uk. To solve this problem, you can stablish your website in form of www.example.com and use subdomains to specify different regions. for example:
uk.example.com/...
au.example.com/...
usa.example.com/...
