Yes, cPanel/WHM is only an additional $25.00 per month.

Do you have any other OS options such as Windows? How much would it cost per month?

Yes we do offer other OS options such as Windows :) It would cost $35.00 per month for Windows 2003 Standard Edition.

10 or 100 mbit uplink?

All servers are on a 10Mbps uplink port. 100Mbps is currently not available.
