Community Architect (http://communityarchitect.com) - Good uptime. Free sites get stuck with an ad bar at the top of their pages and pop up ads on the first few pages loaded on the member's site. There are ad free (paid) upgrades available if you want to offer them to your members, and you are supposed to get a commission for upgraded accounts. Something is up there I think though - just not sure what - Upgrade reports have not been available since June and were supposed to be available in July, but are still not there. (Partner support is a joke. Good luck getting a reply from them.) I wouldn't COUNT on getting commission checks either. It might happen, but right now I would not count on it. Still, if all you want is to be able to offer free space and a few bells and whistles to your visitors, it works - if they can live with all the ads on the pages.
Muttle.com (http://www.muttle.com) - Quite new and not a lot there right now for members other than free space and web based file uploads. Ads on top and bottom of pages but no pop-ups. Still new, they are upgrading as they can get things done. Looks like they could be pretty good given some time.
Zero Catch (http://www.0catch.com) - Haven't really checked this place out much. I have read too many complaints about downtime to bother looking further at them.

I did read before I posted.
Where does it say he wants to set up his own free hosting company?
Reads to me like he wants to offer free hosting to his members and wants to know where to go to do that.
If I misread what he wanted, then I am sorry, but that is what it sounded like he wanted to me.

When I attack people, or even go so far as to use all CAPS, I try to be correct. You know, don't want to look like an idiot...
