The best would be the one who fits you as a customer, there is never one clear no.1, if you look in the offer section you will find many hosts offering this service for you.

Hmm, I haven't heard of that before... I know a few companies that monitor your users (for files that shouldn't be on there and for extreme uses of BW/Quota). If you plan on going big you may want to provide CS for your own users. ;)

innohosting does end-user support/billing/sales. i can't comment on it yet personally since i've yet to get everything setup, but if their normal support is indicative of the support they offer for reseller's clients.. then they are fantastic.
