Short question:
What low-cost drag-and-drop web design software on Windows XP can easily import and modify XHTML and CSS web pages?
Long question:
I'm building a website for a non-profit organization. My client wants to be able to modify the text and images on website after I've built it. My client has no programming ability at all, so he will need software that lets him edit the site through a graphic user interface. He uses Windows XP and I use Mac OSX.
What web design tools can I use to build a website, that my client can also use to effectively modify the website later? (They don't necessarily need to be the same tools. I have Dreamweaver CS3 at my disposal, but my client doesn't have $400 lying around.)
