I was interested in contacting a domain owner about their domain but I come to find out that the whois says the domain status is locked? What does that mean exactly? Do they no longer really have control over it?

"Locked" simply means that the domain cannot be transferred to another registrar unless the registrant unlocks it first. It's a safeguard against domain name hijacking.
