I am interested in forming an LLC either federally or provincilly (BC). Has anyone done this before? What are the procedures, and where is a reliable source that I can go to do this?

As far as I know, the closest you could get to an LLC might be something like an S-Corporation, which gives you the liability protection of a corporation but taxes as a sole proprietorship. Check out the Corporate Services Group in Vancouver for information: http://www.city.vancouver.bc.ca/corpsvcs/
