I´m new to this forums.

I´m planning to pay for a reseller plan, so there are a few things I want to know like support tickets. Some hostings use perldesk, but it costs $70 a year. Do you know another program or method to create support tickets.?

PerlDesk is free. It only costs $70 if you need support and want to remove the links.

Perldesk is free providing you are willing to keep the link to perldesk.com. If you want these removed, you pay $70 once I believe and you'll also get three months support. :)
