I offer a Web Hosting/Design to my clients, as a convenience I want to also give them domain name registration. But this is not my core business, so I do not want set myself up as an enom or srs reseller. Does anyone use a Domain registrar that is cheap, has a great control panel, and doesn't send out spamming e-mails?

Actually, setting up an eNom reseller account may be perfect for you. You just won't want to be a "direct" reseller, you'll want to be a sub-reseller.
If you are a "direct" reseller, you have to deposit a large amount of money with eNom ($500, $3,500 or $7,000 USD in round numbers) to get a good rate. If you are a sub-reseller, the "direct" reseller passes their pricing (usually with a markup) along to you.
If you are a sub-reseller and you want to just buy from yourself, you will need to deposity money into your eNom account, but the amounts are much lower.

In my opinion, GoDaddy's pretty inexpensive and has a good control panel.
