Why do they offer two different methods for calculating bandwidth to choose from... is one particularly better for certain uses etc.??

Could someone explain this to me before i purchase my server?

I think that this is a question that you should ask their sales staff.

some people prefer 95%, some prefer actual bandwidth transfer. If I had a choice, I would go with actual transfer, but in their case it's almost the same if we compare peak-on/peak-off times.
