Try pinging these ip: 206.71.149.1, 206.71.145.110.

2) 10Mbps but you can upgrade to 100Mbps port for $5/month.
3) Yes remote reboot is available for $10/month. Console is available but right now it is quite expensive. ($100/month)

Strange, from my server in the Netherlands & UK the connection is OK so the problem seems to be on my ISP side. They have apparently some bad connection to your data center right now.
