Hello,
What is the best web-based application for collaboration between 4 to 10 programmers, testers and designers, in developing applications?

Try GForge (http://www.gforge.org/) and DrProject (http://www.drproject.org/)
GForge is based on SourceForge and there's commercial support available, DrProject is based on Trac and it seems less mature but is simpler and lightweight, I didn't tried it yet. Both are multi-project.

http://www.group-office.com/ is what I've used in the past.

Check out ActiveCollab [ActiveCollab (http://www.activecollab.com/)] the version 0.71 is available open source and free, they have just released their latest one which isn't free.
Also check out Unfuddle [Unfuddle (http://www.unfuddle.com/)] which is hosted on their servers, but in includes SVN, they are very shortly adding Wiki pages and are looking at customer logins to view the status of the project (I love their service).
