I need to find cheapest but yet reliable registrar which offers EU.COM domains. And it must have possibility to transfer these domain into this registrar as I have it with CentralNIC after RegisterFly broke down. Unfortunately, eNom is not offering transfer.

Can I ask you something? Why do you prefer to use subdomain such as eu.com instead of .eu web address?

I do not question my clients why they want this. Anyway, this is popular for countries which are not yet part of EU, as .EU domains can register just companies or people from EU.
I think there is some confusion. Do you mean .eu.com subdomains or, .eu domains. GoDaddy are about the cheapest for .eu domains

.eu.com are subdomain of .com ... it is the same as domainname.cn or domainname.cn.com

.EU.COM domains are domains. Go to eNom for example and you will find there these domains, but the problem is that eNom is not supporting transfers yet. GoFaddy is not having .EU.COM
Again, I am looking for a cheap registrar that supports .EU.COM domains that I could transfer to.

No they're not. They're sub-domains.
eu.com is a domain - it is registered to a UK company called Centralnic. Centralnic is selling subdomains under its domain, both direct and through resellers. Nothing illegal about it, nothing wrong with it... but that still doesn't make these subdomains domains. If Centralnic go bust, or forget to renew their domain, all those subdomains will disappear.
