We’re pleased to announce the launch of a new withdrawal feature, allowing you to transfer funds from your PayPal account to your Visa® branded credit, debit or prepaid card. This new feature will enable you to gain convenient access to your funds and is available in 26 countries, including Malaysia, India, Indonesia and the Philippines.
This is a BIG news for Paypal users like me because Paypal withdrawal by paper checks was a very slow process.
Further there is an option in my Paypal account now to order a Security key. Bad news is that when I tried to order a key I got the error message "The Security Key is currently not available. Please try again later". I just hope that they will soon have some Security keys available in the stock again.

Its great news for indians. Seriously we have very few payment gateway options in india.
And currently most of the indians facing the problem of Mastercard discountinue problem with most of the gateways

turkey, Normal Visa card, Turkiye Is Bankasi. this is a credit card.

I requested a withdrawal from Paypal to my ICICI bank credit card in India on 13-October-2007 (Saturday) just to test this service. Funds were credited to my card on 18-October-2007 evening. So 4 business days is what it took to complete the transfer, a significant improvement over the wait time for paper checks.

Amount that I withdrew was adjusted against the balance on my card. So I don't know for sure if one can withdraw the cash on ATM. Guess I need to test that too.
Also I don't know the fees that ICICI bank will charge for the withdrawal on ATM of the money credited by Paypal to a credit card. Otherwise ICICI and all other banks charge a hefty fees on the cash advance taken by withdrawals on ATM.

It is not so, Bank does have full role into it.
I am not sure how it works in the US or other countries, but here in India first thing to affect is conversion rate, secondly you are using bank's infrastructure so they can charge you for their services. Like just yesterday a friend of mine told me that HDFC Bank, which issued him Visa credit card, charges minimum of Rs. 500 per withdrawal when funds are from some outside country.
Now it also depends upon bank to bank, like just as iThink told ICICI bank paid him @INR 37.82 so there is a difference of approx Rs. 1.9 from the market rate (1 USD = 39.7775 INR), now if you are withdrawing USD 1000 from paypal to your CC Bank is earning 1000x1.9 = Rs. 1900/-.
But then still withdrawal of funds is the best option for us, in normal course, paypal will send you a paper cheque which can take anywhere between 10 to 20 days to arrive, then another few days for clearance, and here also conversion rates will apply plus cheque clearance fee.

AFAIK, ICICI treats withdrawal for ATM using a CC as some sorta loan and they charge you interest. That's the reason I asked coz it will be useless if I withdrew to my CC and can't get the actual money but, have to spend.
One work around could be to use ICICI's Card to Card Funds transfer i.e. from your CC to your Debit Card. But, we have to find out what will they treat that as.

If Paypal issues a cheque in Indian Rupees and sends you. Then there should not be ANY clearance fee. A rupees cheque is treated as a local cheque and cleared in the same way.
I've not used Paypal to withdraw funds but, I had received a cheque from Google Adsense in Rupees and the funds were credited to my account in 3 days like any normal cheque without any extra fees.

Also, the fact that so many Indian's use Paypal, I still wonder how they haven't gotten into any agreement with the new generation banks like ICICI/HDFC and so on.

NO, paypal doesn't accept ICICI Debit Cards, not even International or GOLD Debit Cards.
Which means you have to use your CC? That's bad. I thought they'd allow Debit Cards to be used for Withdrawals.

Yeah, I too feel it must be ICICI Bank. In India AFAIK, except for CitiBank Debit Card you cannot use any of your Debit Cards online.
And i think Citibank DC is also restricted to partner sites. Too bad.
