I have spent the last week or so researching control panels.
I ended up with a handful that are worth anyones time.
Basically Cpanel is a piece of junk. its overrated. its overpriced. and its just awful.
I decided to go with plesk but just canceled last minute cause until version 9 they have yet to implement any of the standard features like "allowing domain users to have multiple ftp accounts". ((see image (http://img48.imageshack.us/img48/7508/pleskroadmap9ug4.th.gif)))

Second issue is Hebrew + Arabic arabic support. VERY VERY limited in any control panel. Even Cpanel's translation is very lacking.

So what I am looking for now is something thats

1) easy on the memory usage
2) has a billing system that supports paypal
3) if it doesn't have Arabic / Hebrew support then it should allow easy translation
4) fairly priced. nothing free is good. I found that out the hard way so i am wiling to dish out a few 100 bux. (no more than 400). :eek:

Well then only option for you left is to get one built as per your requirements.

that wont work as i said i dont have the money for a custom built system.
i looked at the control panel list from that link you provided.

You should have looked at Directadmin before going final on that Plesk. Good luck. You will hate it as much as cPanel within a year. As far as Hebrew, well you could spend a few days writing a language pack for your contrl panel and your all set. Most of the CP's have an easy to use and understand LP kit you can use.

For billing I recommend Modernbill. In terms of hosting control panel Plesk and Cpanel.
They will both integrate with Modernbill.
