Could someone suggest a cheap option for connecting to the internet with a cellphone and laptop?

I know nothing of laptops or cellphones or connecting to the internet with them so any suggestestions would be appreciated.. thanks.

Hey, I use verizon. depending on where you are im not sure if its avaiable to you. My phone was about 170$ but i know you can get them for as low as 70$ and you need a thing called a data cable... that was about 70$. I get speeds up to 28k. Ive never pinged it so Im not srue what ping times are but its pretty good. Also it runs me about 70$ a month for 2000 day time minutes and 3000 night and weekends. I hope this helped.
