I have a domain that I would like to use for blog hosting, aka people use my domain to host their wordpress blogs. What is the software that actually CREATES blogs called, and where can I find it?

Or are you thinking more along the lines of WPMU (http://mu.wordpress.org/)? Be careful with WPMU, spammers and sploggers can run wild with it if you don't configure it carefully.
