previously i have always used shared SSL and it was preinstalled on the cart.
On my new site i would like a dedicated SSL , can anyone recommend a place to get one or share any info on this that might be worth sharing : )

I should note that we are staring to get a lot of business and it is of the utmost importance that customers don't ever see any security errors . I don't want to throw money away but i also don't mind spending it to insure this never happens .

In order to get an SSL certificate, you need to have a dedicated IP address. Rapid SSL and Geotrust have low prices when compared to verisign or others, atleast thats my assumption :-)
You can also buy rapidssl certificates from various resellers for as low as $40 or even lower in some cases.

There are a lot of good SSL Certificates out there. Check out InstantSSL by the Comodo Group.

As already mentioned then Geotrust is a good Certificate where your users don't get any error messages.

It's definetly important that your customers trust your business effectively protects their sensitive information, so getting dedicated/private SSL is quite good idea.
So you need 2 things: dedicated server (with your dedicated IP ofcourse) and the certificate itself.
If you don't have a server yet, you might want to check WestNIC, they give you free private SSL 128bit Certificate if you buy dedicated from them.
And if you already have a server take a look on thawte, GeoTrust, VeriSign, GoDaddySSL ...

I am using medialayer as the host for my cart they told me they can issue me a dedicated IP for use with a SSL for free . is this acceptable ?
why does versign cost $1,000 where others cost $10-50 ?

A dedicated server is not required for an SSL certificate. Only a dedicated IP.
