Are these contextual ads in the pages really necessary? I've noticed they're affecting user titles and signatures which is really bad for web hosts, and dedicated/colo providers.

This means their very own titles or signatures end up with paid links to competitor sites.

I don't feel this is right and treats the business community on WHT poorly, and also makes the sig links downright deceptive for users thinking they're clicking a link for that particular user or business.

They only show up for users not logged in.

Deceptive - Probably to unsavvy websurfers

Most importantly, are these advertisements really helpful to visitors, publishers, or advertisers? It is only associating itself to one keyword and not targeting at what visitors looking for.

Banners are still the way to go, un-deceptive and sent out a clear advert message.

Contextual ads are iffy at best, it's always up to the user to decide whether or not the link is going to help them. Obviously, Inet needs to make a profit, and since most of the WHT majority doesn't login, well, there's definitely a market there.

Personally, I'd say that as long as the link relates to what the user wants or is looking for, go for it!
