Is there any free software which is available for accessing MySQL remotely from a PC with HTTPS tunelling feature?

You can access MySQL from a remote server. In your Hosting control panel, you should be able to configure the remote access IP /Domain.

You can just install ssltunnel on your server and on your pc.
Then you can use any mysql pc software.
