Anyways, what are the limits to PayPal "unverified" users. I just created a new PayPal account and made a payment to a website using my credit card and now when I try making another one it won't work?

is there limit or time frame in which I'm not allowed to send another payment?

I can't comment on your particular case..but I can tell you this: Paypal does some very weird things sometimes.

It's always best to fire them an email about it..their response time is decent and unlike many other support departments..they know what they're doing.

I can tell you this for a fact: They look at a lot of different things...and they may delay a payment...or deny a payment because it looks suspicious..or looks like to them you are using them to get a cash advance (payment to yourself) from a credit card. I had a valid credit card payment denied to a host because it looked suspicious to them.

Go figure.
