A PBX is the actual phone system that handles all the incoming/outgoing phone calls, extensions, etc. As for SIP, it's the protocol used to communicate from the phone (hardware or software) to the PBX (phone system).

We do quite a bit of PBX installs for customers and we make use of LES.NET, who for the most part have proven to be reliable.

We use http://networktelsys.com/ because of the virtual PBX switch board that they offer. Rates for toll free are also very competitive.
