These are free, but be sure to check each individual picture's licensing terms before using them commercially. In many cases, the photographers are not allowing people to use their pictures for anything other than personal use, and many ask for credits if used commercially.

For web design the small photos for $1 at istockphoto are enough - that's nearly free...

After using photos.com I got to know some sites where you pay a very small price per image and,to be honest, I actually regret that I paid hundreds of dollars for my photos.com account, while I can now buy that one picture I'm looking for and only pay some dollars for it.
