You are going to get confused with all of these answers. The $399 there is no way he is getting a full oc-3 to himself =).. First you need to ask yourself.. Do I want my own NOC (building with lines) if that is the case you need to get some routers etc. and a decent connection T1+ which will cost you a large amount of money for setup and local loop charges etc. for the connection really not even making it worth your money (unless you get a 100 MBit line from Cogent hehe). Now you could always do what we do which is we just have a cage that we rent out from a place in Dallas and put our own servers in there. *but if hardware fails we owe $$ for it* Then you have to find your own backbone which you usually get for "pretty cheap" which we pay around $300 / MBit for good bandwidth. Third option. Just go buy a single server from someone like ourselves =), rackshack or the majority of the other hosts that host in here. It will run you between $90-500 / month depending on what you want and that is probably the best bet to go with.
