Kinda weird when their IP resolves to a covad.net in Philidelphia hehe.

Looks like they are hosting their mail sending in the Ukraine
so they are likely to have no problems doing it.

The website is hosted on a cable modem or ADSL.

Well that would be sort of hard considering this goofball is in the Ukraine. Even if they did have strict snti-spam laws like the U.S. which I'm sure they don't, they're too busy cleaning that ****hole up from what happened in chernovel.

Bottom line: It is impossible to stop people like this.

ARIN will shut anyone down regardless of their connectivity if spam/bulk email is reported. That is a bunch of crap.

That is not true.
Ukraine IP's come under RIPE.

Anyone who has been involved in SPAM will know that most of it comes from China and APNIC take no action.

The reason is that most of the IP's used for sending spam belong to academic organisations.
People who work in low paid jobs can make large amounts from facilitating spamming.
Its an accepted way of making money.
$100 is enough to maintain a family for a month in some countries.

Oh and Chernobyl is in Byelorus near Kiev (a different country).

1. ARIN does not deal with Spam complaints at all. No RIR should, in fact.
2. The IPs being used come from academic organizations largely because they have open relays and/or poor security, and no one with sufficient expertise and/or motivation to fix those problems.

I stand corrected.
i always think of it as being in Bylorus because thats where the cloud headed before it went north to Sweden.

Also SPAM is not illegal so it comes fairly low in a lot of networks priorities.

Not so much control overseas, but then again, I get TONS from AOL users... Seems to far outweigh the number of non-AOL spam I get. I'm really tempted to dump my email account...

No you get spam from those using Aol as a return or FROM address and doesn't mean that aol users are sending them.

That's why you need to understand how to read headers.

90% of all spam email originate oustide the USA on unsecured mail servers or relays.

Well I called that place up and they are in the US and a Philiadelphia based company.. The website that is advertising the bulk email site is on dialup . I wonder if they would shut them down just for the fact that they are offering such services over a US based ISP connection.
