I know of a 4 figure sale price for a 3 letter .cn (quite a while back), but personally, I'm not a big fan, and have let one (3-letter .cn) dropped. I don't think it's worth even your TIME if you don't have any vested interest (like a business) in China. China concept .COM is another story though.

I don't think they do now. DomainSite on the other hand is doing it for $2.99.

anyone can register a .cn - there is no restriction , unlike many country-specific domain extensions (.hk / .in / .my / .com.au / etc) . currently .cn registry is offering the extension on an extended promotion (its been on for a few months, and extended for some time) for only $.50/yr. various registrar partners are subsequently offering discounts but the US domain registrars that offer the extension that i have seen are not lowering their margins as much as Asian ones. i suppose the point would therefore be: if you want one, this would be a good time to get one.

IIRC, you are half right: not disimilar to some other Asian extensions, there are various restrictions for Chinese registrants living in China. It is for those that use the foreign registrars that the rules become lax. Which, IMO, kind of explains the stiff pricing of foreign registrars, as many .cn traders buy names from Chinese holders ask to add three or four years before transferring to foreign registrars.
