In VPS WINDOWS machine does any of the providers offer outgoing socket connection for my apps.?
or is it restricted?

With Windows Virtuozzo you are limited to the number of running processes, however, there is no specific socket limit in the software. Likewise, Microsoft Virtual Server has no socket limitation built in to its machine management console

Most GOOD VPS are unrestricted, a restricted VPS isn't a VPS :) You just need to configure the firewall to ensure that your outgoing socks work properly and don't get filtered.

i wanted either dedicated hosting or a reseller package .. i want a company with good machines .. fast tech support reply .. a place where i dumb my money and not really caring of hosting problems i have a good standing in our market for Linux hosting .. in these days im getting alot of requests from my client who wants to move to ASP hosting for stupid and good reasons .. all what im looking for maximum up time less tech problems .. im looking for ASP.net 2.0 MS SQL no cgi .. and possibility to host cold fusion later on ..

You will find most any VPS provider will work for this, I know we don't allow sql scanning (it happens :(, mostly due to insecurity in the vps, but sometimes intentional), irc services/connections, or other illegal means, but overall making connections with socktes to ecommerce etc is not a problem for any.
