Here is a quick list of the things I am looking for in a reseller package: Does anyone have any suggestions.

Reasonable pricing
Windows packages with ASP components
an easy to configure hosting plan template
possible end-user support
possible end-user billing
easy to install pre-built apps (i.e. blogs, templates, etc)
I must admit I tried wild west domains.
The ability to offer then end user low prices and the fact that they handle all the billing and support atrracted me. However I recently discovered that their anti-spam regulations are ridiculous. Emails from dynamic IP pools are refused.
That means gmail, hotmail, and many ISPs are blocked !

... back on track.

Can someone suggest a good short list of windows enabled reseller hosts?

I've scoured the offers and it is almost all linux and cpanel offerings.

Any suggestions from the experts would be greatly appreciated.

There's a decent number of Windows providers using the H-Sphere control panel, some of which even have representatives that participate in discussions here.

http://www.psoft.net/resellers.php can be a start in your search.

Reading threads in the Windows Forum (http://www.webhostingtalk.com/forumdisplay.php?f=126) can also be of help, in both noticing providers and judging their reputation.

Good luck!

Have a look at JodoHost.com

Been with them for a couple of years now. Everything is smooth.

But, the last time i checked they don't do end user billing and i don't think they offer a template for your site.

Well as I said before, their servers are fast and stable. Haven't faced any major downtime in a couple of years.

Support is good. You can resell Linux and Windows 2003 Accounts from the same reseller account. That's a plus.

I haven't used their end-user billing though.

There are many other users here who use JodoHost and can give you their opinions.

My list would go Cartika Hosting, Fluid Hosting and then Jodohost.

I suggest you Cartika Hosting! It is almost according to your requirements. I recommend to read user reviews before choosing any host.

What kind of budget do you have for this?

I've got some questions regarding this, so I am going to answer this here
We don't do end-user billing for resellers. The way our Hsphere reseller plans work (and the way it works for almost any HSphere Host) is that you can configure one of the over 30+ payment gateways supported by HSphere (like paypal, 2checkout, authorize.net, etc), in your reseller account. HSphere will then bill your end-users, through YOUR chosen payment gateway.

We don't bill end-users for you. I doubt there are many resellers that do this.

We do however offer end-user support. Those details are on our website.

Oops!

Sorry Yash it was a typo.

What I meant was - I haven't used their end-user support though

I'll try to edit it but, I doubt it will let me do that.
