Honestly, all panels have their faults, especially cPanel.
Plesk would let you run (more or less) the same setup on both windows and linux without much issue. Linux has cPanel which seems to be the most used in the hosting industry (it seems windows hosting is only recently gaining ground).
With that being said, on windows they have HELM which seems to be all around excellent. I've seriously considered swapping over to it now that i've been planning trying to get cluster based hosting working.
HELM's pricing is pretty nasty if you don't get a deal from your datacenter, nor does it seem to have many migration options (eg. no cpanel -> HELM, but i guess it would be very annoying todo).
interworx seems to have a nice setup and supplies cluster based hosting, but they're just so slow on upgrading and supporting new OS's.
Then there is always directadmin on the unix side which very light weight and fast. The cost is good all around, probably the cheapest of the paid for panels.

I will vote for cPanel11 and Plesk control panel. cPanel 11 is now with lot of added features.

I've used CPanel, Plesk and DirectAdmin
I can say that CPanel is always my choice, Plesk is ok but not as powerful.

I Will Prefer ENSIM in both the case. Its bit complicated but very secured. If you have a good tech support knowledge you should always go with Ensim.
