1) wget shoutcast.com/downloads/sc1-9-4/shoutcast-1-9-4-linux-glibc6.tar.gz (you will write http:/ before shoutcast ı don't write link:) )

2)tar zxvf shoutcast-1-9-4-linux-glibc6.tar.gz

3) cd shoutcast-1-9-4-linux-glibc6
4) pico sc_serv.conf

but how to start i dont no anything how to start my radio from any software ??

2.Broadcasting plugin for Winamp - http://www.shoutcast.com/downloads/shoutcast-dsp-1-9-0-windows.exe

installed but where option is first time i installed winamp so dont no anything please let me know

I do not use winamp.I use sam2 it is very good. And add me bilgi [at]hostingnova [dot] net

I think you can't play it in windows media player. The best choice for shoutcast is winamp with DSP plugin.
Also you can try Windows Media Encoder, instead of shoutcast.
