I need a reseller account on a server where port 119 incoming and outgoing is open. I need this for usenet.

Does anyone have any recommendations for a quality host that will open 119?

best way to do that is to ask your host to open those ports. I do not see it as a issue.

I would imagine so, or at least that was my initial thought when I first saw the post.

Are userland nntp programs even available?

I can't imagine a shared host allowing nntp servers being ran.

This is easy. Ask your current host to open port 119 with a reason why. If they don't see why you need the port open, they simply won't open it for you. If thats the case, go searching for a new provider that will :)
