Okay.
My problem is, IE7 is not adding a top and bottom border like it is on all my other browsers (opera, firefox, safari) to the "reply, report to moderator" links on this page:

If you look at it in FF it looks fine, but in IE it doesn't show the borders. Double checked the CSS and everything.

The same code even works earlier on in the page (the message at the top below the site banner - that's the same css, it's just with a div)

add display: block; height: 20px; line-height: 20px; to that button instead of paddings.

Also you haven't made your a(nchor) into a block level element, so that's why IE did this.
