What exactly do you mean by semi-managed? and where are the servers located? Who are the bandwidth providers?

Is the bandwidth Multi-Homed? i mean you give the list of Providers.. but which one's are really in use on these deals?

If it is Multi-Homed.. i'd say this is a great deal.. little out of my range right this moment..

And OS Reinstall at $99.. that is a bit pricey.. but that should never be an Issue..if your Lucky :)

Bandwidth is multihomed

OS Reinstall is a flatrate fee of $99 , hopefully you will wont have to pay this fee , but the reinstall includes the reinstallation of the control panel you had and ready to go :)

WHM/Cpanel prices could be lowered on special agreement

however the Dual P3 setup fee cannot at this current point of time
