I have a wordpress blog and a music streaming plugin. I just want to stream some music that i bought from an album using the streaming plugin without giving downloads to visitors, would that be legal?

Nope. You have to pay royalties just like radio stations.

My father owns a fitness center and to just play music in their its $3,000.00. If he didn't pay it would be illegal.

Yes you normally need some form of public entertainment licence - it varies from country to country but wherever you are it will cost!
