Is the Domain Contact Info(Admin) means Domain Owner?

Sometimes, but Not Always. Some of the newer Registrar's allow a domain name registrant to modify all the information (admin, technical, & billing) in real time these days.

Also, larger companies may have a domain name registered by an IT Manager or Network Administrator and they use the companies name for ownership and their own name for the "contact info"

Never Assume these days!
