Which is better for Web Hosters? Which is better for end users?

We've used Cobalt's control panel before, and it is pretty decent. We don't have any experience (yet) with Webmin, and are particularly looking for opinions on it.

Webmin is not quite as preety but its a heck of a lot more functional, faster, and just a better all around control panel, I used to think you couldnt let end users manage their own settings which kind of left it out of the hosting world because of course we want people to be able to do things like add email etc, but Ive learned recently that you can set it up so people can.... GREAT FREE CONTROL PANEL

Webmin is a lot more efficient than the Cobalt control panel, and gives you, as well as your users, a lot more power.

However, there is a lot more work involved when setting up new users in the Webmin interface. If you don't mind the extra overhead, then its a very good solution.
