Does anyone know where I can get a committed, tallented, creative, and dedicated web designer. Preferably with knowledge in flash, photoshop etc.
If there is such a thing for under $1500, I'd love to hear your suggestions!

In jobs forum surelly you will find some webdesigner suitable.
Your budget is considerably higher than the standard there.

Freelancer is one of the best option you can get infact some of them have a very knowledgeable skills in website development with a very reasonable cost and yet very professional site they can develope. But first thing you need to avoid is a scammer. To prevent this always put in mind to check their personal background. Hope this helps.

I'm sorry, but you need to add several zeros to your budget. $1500 doesn't even buy an espresso machine for the designer. For a "seriously creative site", I'd be looking at budgeting around $12000-$15000 per page, assuming you have at least 8 pages you need designed.

You've got to be kidding, right?
I'd do a site like http://www.shanemielke.com/ for $1500, no questions asked. Then again, I'm in it for more than just the money. Find someone who takes pride in their work. A freelancer that's looking to build their portfolio.
Some have the idea that a freelancer isn't as good/professional as a design/development firm. Although there's a lot of freelancer flakes out there, when dealing with a professional freelancer you'll get better customer relations, one on one time, and a personal touch that most firms can't provide when their pumping out 20+ sites a day.
