I have used both JodoHost (http://www.jodohost.com/) and Vortech (http://www.vortechosting.com/) for years without any major problems. (Now watch they'll disappear tomorrow. Knock on wood.) But seriously, I have dozens of sites with each one. Windows servers with hsphere control panel.

Since you're in the web designing , I'm guessing that your space/bandwidth requirements are low? Id so then you should have absolutely no problem finding a host within your price range. Do you research ahead of time and don't forget to send a pre-sales e-mail to the host that you decide to go with with any questions you might have.

How much can you afford per month? With $22.95 you can get 5GB space / 60GB transfer from downtownhost.com

In my country we have a saying: "Even dogs don't eat the cheapest". You have to choose if you want something cheap or reliable and pay the fee.
