This sort of question seems to be asked quite often at WHT, but there's no answer for it. Since you've already got the server, and I assume that you're going to offer reseller packages, then all you can do is estimate yourself, and then add the resellers to the server. Once you've reached your estimated number, take a look at the server resources and bandwidth used to see if you can add more resellers to it. Remember to leave space for the current resellers to expand, don't go overloading the server with hundreds of resellers. And already mentioned above, it also depends on what type of packaes you're offering and which package is the most popular as they would be mixed on the same server.
