Does anyone know where I can go to download a list of all top-level TLDs? I'm not just looking for the basic TLDs, but also some country-specific ones such as ".com.cn" or ".edu.uk", etc.

A lot of sites have lists of top level TLDs, have you tried google?

The best you is if you visit any registrar site like GoDaddy.com or Register.com then you can easily see all the available domain extensions available to registrar. Those are might not be the total global TLD ext's but almost all. You can also get the detals of few TLD(s) at http://www.enom.com/help/faq_tlds.asp

I guess I wasn't very clear. What I need is a list of all country-level second level domains (SLD, not TLD). For instance, they list ".cn" as the top level country code for China, but there are a bunch underneath it, such as ".com.cn", ".net.cn", etc.

There may be better ways of doing this... but as a last resort you could always find this information by going to the various ccTLD registry web sites. It will take a while (since there are 200+) but at least you would end up with a full list at the end of it and the information would be straight from the horse's mouth.
