I have been trying for a couple of weeks now to contact Paypal via one of their online webforms, but every single time the mail gets returned after a few days:
The following message to <webform@paypal.be> was undeliverable.
The reason for the problem:
5.4.7 - Delivery expired (message too old) 'timeout'

I have tried this from two different computers, which are at different locations and with different ISP's, so I can be pretty sure the problem is not on my end.

Has anyone else encountered this issue?

Seems to be a problem with the Belgium PayPal i'm guessing. Give them a call?

I haven't had this problem, but then I also haven't tried to contact them. However, as camers suggested, at this point I would give them a call. http://www.gethuman.com has their phone number (in the U.S.) as well as tricks for getting a real person on the phone. :)

Well, I have tried contacting them in the past for a different issue, and I only got someone on the line who spoke French and that was it.
Not exactly very customer friendly I would say, especially since the majority of people in Belgium speak Dutch. They apparently even didn't speak English.

But I will follow your suggestions and will try contacting them again.
