yes the traffic comes from a network of sites.
all sites are legal and no adult sites are allowed. all the sites also have no popups
I quote from TOS:
You may not send visitors to any site containing the following:
Any illegal material, adult oriented material or adult related Websites.
Any site containing popups, popbehinds, or exit consoles or script that produce any of the above.
we don't accept any sites with tons of popups! so ur popup/popunder is the only popup or popunder a person will see.

yup
www.addrecipes.com is an example and notice you go to the site once you see a popup go to it again and it won't popup. go again in 24hr and you will see a popup.

Just curious.... theoretical example:
If I have popup ads on my site, which make $4 CPM.
I pay $1 CPM for these visitors.
net profit: $3 CPM.... infinite free money??

I should have posted the TOS in the beginning:
SITE CONTENT: (1) We cannot deliver visitors to sites with popup windows. Any additional window generated by your site shall be considered a popup window, including popunder windows and javascript alert windows. If a popup window is installed on the URL at any time, we may stop the campaign and you will not be entitled to a refund. (2) We cannot deliver visitors to sites containing content that is not appropriate for viewing by a general audience. Inappropriate content includes, but is not limited to, adult nudity, hate text, illegal content (in the US) and content that encourages illegal activities or violence. What constitutes inappropriate content shall be determined at our sole discretion. We will review your site before beginning the campaign. If your site is changed during the campaign such that it includes inappropriate content, we may stop your campaign immediately. In this case, we will not provide a refund.

Just a recommendation, you should have your TOS in an obvious and visible manner to those who sign up. ;)
